The agreement, announced on 10 September 2026, provides for an additional fifth point in the route schedule for UAE national carriers in Germany. According to the joint declaration issued during the visit, one UAE national carrier will be permitted to operate an agreed number of frequencies to the additional point, while the four existing points in Germany remain subject to the current frequency cap for that carrier.
The UAE and Germany said the new aviation arrangements build on longstanding civil aviation links between the two countries and their growing economic, trade, tourism and people-to-people connections.
The agreement follows Emirates’ plans to introduce daily services between Dubai and Berlin, subject to the necessary approvals. Emirates had previously announced its readiness to launch daily services to Berlin and Stuttgart, with the airline indicating that the proposed services would involve more than 100 million euros annually in operational expenditure.
The prospect of additional Emirates services at Berlin Brandenburg Airport had been under discussion for several months. In June, German regional broadcaster rbb reported that Emirates was seeking permission to operate daily services between Dubai and Berlin, while Lufthansa had opposed the expansion of the UAE carrier’s traffic rights in Germany.
Reuters reported on 10 September that the additional traffic rights were welcomed by the state of Brandenburg but criticised by Lufthansa. The German carrier has previously raised concerns about additional competition from Gulf airlines.
The aviation agreement was announced alongside a wider UAE-Germany economic package. The UAE said it intends to invest 40 billion euros in Germany across industry, advanced technology, artificial intelligence, digital infrastructure and energy. Of that amount, 10 billion euros is allocated for investments in Bavaria.
The two countries also welcomed the signing of 29 business-to-business agreements and memoranda between UAE and German companies, with a combined value exceeding 9.356 billion euros.
The agreements were announced during the first state visit by a UAE president to Germany. The two governments also launched a Strategic Dialogue intended to provide a framework for cooperation in areas including international and regional security, defence, trade and investment, energy and climate, emerging technology, digitalisation, transportation, environment, culture and education.
A Joint Declaration of Intent on establishing a UAE-German Investment Council was also announced. The council is intended to support investment and engagement between the public and private sectors in both countries.
The wider package includes a cooperation arrangement to develop an international initiative aimed at facilitating passenger procedures. The two sides also welcomed arrangements to facilitate UAE citizens’ entry at German airports through the EasyPASS system.
The joint declaration noted that bilateral non-oil trade reached $15.5 billion in 2025, an increase of more than 14 percent compared with 2024. Cumulative investment flows between the UAE and Germany exceeded $10 billion during the 2021–2025 period.
The two governments also said negotiations were continuing on a UAE-European Union Comprehensive Economic Partnership Agreement. Germany and the UAE expressed support for reaching a comprehensive agreement covering bilateral trade relations.
