| Spain Ranks #1 on 2026 Rainbow Map Spain has reached the top spot on the ILGA 2026 Rainbow Мар! The ranking evaluates 49 European countries based on their legal and policy practices impacting LGBTQ+ people, with data verified by hundreds of activists, legal professionals and policy experts across the region. According to ILGA, Spain's rise to #1 reflects recent progress including new equality action plans for LGBTQ+ rights, the creation of an independent authority for equal treatment, and the continued implementation of trans healthcare reforms.
