Advancing Tourism Equality: The Philippine Experience Program Brings The National Spotlight To The Cordillera Region

 

A significant initiative aimed at the elevation and promotion of the authentic Filipino brand was recently executed with great success in the Cordillera Administrative Region. This endeavor, officially termed the Philippine Experience Program (PEP): Culture, Heritage, and Arts Caravan in the Cordillera, was orchestrated by the Department of Tourism (DOT), signifying a resolute focus on the nation’s cultural assets and diverse regional offerings. The program’s core objective, as articulated by Undersecretary for Tourism Development Planning Verna Buensuceso, is the celebration of the national identity through genuine, community-based tourism practices. It has been established that the PEP is a flagship initiative of the DOT, designed to serve as a comprehensive platform for this cultural showcase.

The implementation of this program is directly aligned with the directive issued by President Ferdinand R. Marcos Jr., wherein the imperative to equalize tourism opportunities and promotional efforts across all Philippine destinations was clearly set forth. This mandate requires that attention be paid not only to established tourist centers but also to destinations that are currently emerging, thus ensuring a balanced and inclusive growth trajectory for the entire tourism sector. The overarching intention, as was conveyed by Tourism Secretary Christina Garcia Frasco, is to afford emerging destinations the necessary visibility to capture the interest of the world and, equally important, to their fellow Filipinos. It was emphasized that the continuous execution of the PEP across the country, with this being the thirteenth iteration, demonstrates the unwavering commitment to honoring the nation’s culture, heritage, the narratives of the Filipinos, and, most crucially, the intangible aspects of Filipino culture, its inherent diversity, and the exceptional products created by local artisans.

The Initial Foray into the Region’s Storied Locations

The commencement of the immersive journey was ceremoniously marked at the historic  Bell House located within Camp John Hay in Baguio City. This venue was deliberately chosen for its iconic status and its historical significance, being nestled within the cool, pine-covered mountains that define the Summer Capital of the Philippines. The welcoming address was delivered by John Hay Management Corporation President and CEO Manjit Singh Reandi, whose insights provided an appropriate context for the program’s proceedings. The selection of this starting point was deemed essential for establishing a connection with the region’s past before moving forward to its contemporary cultural and ecological showcases.

The itinerary was carefully curated to extend beyond the capital city, facilitating an immediate expansion into the surrounding provinces. Following the initial engagement in Baguio City, a significant portion of the three-day program was conducted in the mountain towns of Itogon and Atok in Benguet, before the culminating movements toward the municipality of Bauko in Mountain Province. The strategic selection of these areas was crucial for demonstrating the geographic and cultural breadth of the Cordillera Administrative Region.

Showcasing Eco-Consciousness and Floral Splendor

A critical visit was paid to Mt. Camisong Forest Park and Events in ItogonBenguet, which is recognized as a newly emerging ecotourism destination. The exploration of this site was highly valued due to its robust and demonstrable commitment to the principles of sustainability and conservation. The delegates were afforded an opportunity to observe first-hand how environmental stewardship is being integrated into the development of modern tourism sites within the Cordillera. The focus on ecological practices provided a sharp contrast to more traditionally developed destinations, thereby highlighting the region’s progressive approach to responsible travel.

The subsequent movement of the delegation brought them to the internationally recognized  Northern Blossoms Flower Farm in AtokBenguet. This location has gained considerable traction as a popular tourist destination, and a guided tour of the extensive farm was undertaken. The vibrancy of the high-altitude flora and the intricate processes of floriculture were showcased, providing a visually stunning illustration of the region’s agricultural wealth and its capacity to attract visitors interested in agro-tourism. The beauty and scale of the operation were universally appreciated, serving as a powerful example of community enterprise successfully intersecting with the tourism market.

Cultural Grandeur and Gastronomic Experiences

The cultural heart of the journey was experienced on the second day when the delegates were privileged to witness the spectacular Cordillera Festival of Festivals. This grand event was a meticulously organized showcase, representing the region’s most signature celebrations and its deep-seated cultural identity. The performance served as a powerful testament to the diversity of traditions and the enduring spirit of the communities across the six provinces. Such cultural presentations are considered vital components of the PEP, as they provide an unforgettable and authentic look into the indigenous heritage that defines the region.

Immersion in Heritage and High-Altitude Agriculture

The evening of the second day provided a serene interlude at the historic Mount Data Hotel in BaukoMountain Province. The delegates were warmly welcomed by local officials of the municipality, and the experience was designed to showcase the hospitality and charm of this remote location. An immersive activity involving vegetable harvesting was undertaken, allowing the participants to directly experience the region’s renowned cool climate farming practices. The physical engagement with the agriculture of the region was a memorable highlight, and freshly harvested produce was brought home by the delegates, serving as a tangible memento of their experience. The integration of the environment and traditional livelihoods is a core element of the PEP‘s design, which emphasizes the bounty and biodiversity of the Philippines.

Concluding the Caravan and Elevating Frontline Service

The cultural caravan was formally concluded with a trip back to Baguio City. A visit to the bustling Baguio Public Market was made, providing a final opportunity to observe the daily economic activities and the rich array of local products available. This was followed by a visit to the Cordillera Festival of Festival exhibit at Malcolm Square, where the participants engaged in the traditional shopping of pasalubongs, or homecoming gifts. These final activities ensured that the economic benefit of the visit was extended directly to the local vendors and artisans.
