In a financial cooperation plan proposed by Japanese Prime Minister Shinzo Abe, Japan and Russia have decided to promote tourism and simplify visa requirements for each other’s citizens. This eight-point action plan has other aspects like cooperation on pediatrics and promotion of trade and investment concerning small and medium-sized companies. The plan will be implemented later this year.

Japan aims to use this plan for pushing forward territorial negotiations between the two countries, especially when Russian President Vladimir Putin visits Japan on Dec 15 and 16. This plan features bilateral economic collaboration in eight areas like: medicine, energy, cutting-edge technologies and industrialization of the Russian Far East.

Before Putin visits Japan in December, Japanese Foreign Minister Fumio Kishida will be visiting Russia on Dec 3 for talking with his Russian counterpart Sergey Lavrov. Apart from promoting tourism, Tokyo and Moscow will promote development of oil and gas fields, introduction of wind power generation and technical collaboration and human exchanges in the nuclear power field. There will also be sporting events collaboration. The two countries will also train medical professionals and medical information and technology.
