ALTA: ICAO invites airlines for multinational certification

 

Closing the technical agenda of the ALTA CMMA & MRO Conference 2022, Veronica Chavez, Technical Assistance Officer, International Civil Aviation Organization (ICAO), gave a presentation on how the international body has been acting in search of a harmonization of the regulatory structure for maintenance in Latin America and the Caribbean.

Veronica began her talk about the Multinational Technical Cooperation Agreement, which is currently signed by 11 states. This agreement allows the certification to be made by the local authority and this report goes to the other states for a multinational certification.

According to the ICAO representative, the benefits of multinational cooperation involve costs and time of the process. “To bring some type of aircraft from another country it is necessary to train its personnel, but this can take up to 6 months in the normal process. With this multinational system the country that will receive the aircraft and has trained personnel can assign crew to the other provided it has the approval of the local authority”.

“The idea of this panel is to talk about the harmonization and inform them about the ALTA project with OACI, especially, so that airlines that have flights in other countries realize the benefit of this and can join the multinational model. We also have a project to create a standard for air medical transportation between countries, so they can join and access these facilities. We are providing staff to work on this topic that is on the agenda of ALTA, “complemented José Ricardo Botelho, CEO and Executive Director of ALTA.

There are currently 49 procedures covering the 15 ICAO Annexes. According to the representative of the international body, currently 90% of experts have declared their harmonization with the surveillance system. As the next steps, harmonization is envisaged for air navigation services and aerodromes.

About the Agreement for automatic license agreement, Veronica says: “We are hoping that this approval will take the issue to the states, which is very important for us to have agility in the certification of professionals. Today we have 36 multinational inspectors and we will implement a policy to have greater coverage for the industry”.

The harmonization of LAR standards related to the certification of aircraft and aircraft components is one of the objectives of the ALTA’s agenda. About this cooperation with the association, Veronica praises the joint work and reinforces the importance of authorities and industry coming together to prioritize efforts.

So that the industry can participate in the discussion with the system, ICAO informs that it will hold, from September 8 to 9, 2022, the Sixth Feedback Meeting between the Industry and the Panel of Airworthiness Experts (RRIPEA/6) in Lima, Peru.
