During meetings in both countries, Onuma emphasised the role of international cooperation, effective institutions and globally harmonised solutions in supporting safe, secure and sustainable aviation operations.
He also linked air connectivity with access to economic opportunities, stronger communities and regional development, while calling on States to participate actively in discussions ahead of the ICAO Worldwide Air Transport Conference in November.
The conference is expected to address the global economic policy framework for international air transport over the next decade.
In Romania, Onuma held meetings with senior parliamentary representatives, including Sorin Grindeanu, President of the Chamber of Deputies, and Marius-Alexandru Dunca, Quaestor of the Senate.
The discussions focused on strengthening Romania’s aviation system and regional connectivity, as well as maintaining a safe, secure, sustainable and resilient aviation sector capable of supporting economic and social development. During his visit, Onuma also delivered a keynote address at the Regional Air Transport Conference and received the 2026 Regional Air Transport Award in recognition of his contribution to international civil aviation.
In the Republic of Moldova, the ICAO Council President met Prime Minister Vasile Tofan and State Secretary for Transport Mircea Păscăluță. The meetings addressed the role of stronger air connectivity in expanding Moldova’s access to global markets and supporting trade, investment, tourism and international engagement. The discussions also covered ICAO’s planned Aviation Needs Analysis for Landlocked Developing Countries, an initiative intended to support Moldova and other landlocked developing countries in advancing sustainable aviation modernisation.
Onuma also addressed the 75th Special Meeting of the European Civil Aviation Conference Directors General of Civil Aviation. During the meeting, he called for closer cooperation, stronger information sharing and greater preparedness as the aviation sector responds to increasing demand and emerging operational and policy challenges. He also referred to Europe’s contribution to ICAO’s longer-term vision for international air transport by 2050, which includes targets of zero fatalities and net-zero carbon emissions.
The ICAO Council President was accompanied throughout the mission by Nicolas Rallo, ICAO’s European and North Atlantic Regional Director.
The mission to Romania and the Republic of Moldova took place from 21 to 27 August 2026.
