MONTREAL – International Civil Aviation Organization (ICAO) will convene the 43rd Session (Extraordinary) of the ICAO Assembly from 19 to 20 November 2026 in Montréal to elect four additional Member States to the ICAO Council.
Invitations to attend the ICAO Extraordinary Assembly have been sent to all 193 ICAO Member States.
The election follows the entry into force on 12 June 2026 of the 2016 Protocol amending Article 50(a) of the Convention on International Civil Aviation. The amendment increases the membership of the ICAO Council from 36 to 40 Member States.
The ICAO Council serves as the Organisation’s governing body. It implements the directions of the Assembly, carries out the duties and obligations assigned under the Convention on International Civil Aviation and submits annual reports to the Assembly.
Among its responsibilities, the Council considers proposals submitted by the Air Navigation Commission, ICAO’s highest technical body. It may also investigate aviation-related matters and act as an arbiter on issues concerning aviation and the implementation of the Convention’s provisions.
The 43rd Session (Extraordinary) of the Assembly will take place concurrently with the separate proceedings of ICAO’s Seventh Worldwide Air Transport Conference, with both events being held at ICAO headquarters in Montréal.
