Nearly 3.5 million passengers at Tallinn Airport in 2025

In 2025, 3,488,104 passengers travelled through Tallinn Airport. Passenger numbers at regional airports also increased, resulting in a record total of 3,581,620 air passengers using airports in Estonia.

“The past year proved to be one of the most successful in the history of AS Tallinn Airport and its subsidiaries. Although Estonia’s economic situation has been challenging in recent years, demand for travel has shown no signs of decline. This is reflected in Tallinn Airport’s passenger numbers, which were only 4,000 passengers, or just 0.1%, below the previous year. At the same time, passenger numbers at Tartu Airport grew rapidly, meaning that the total number of passengers at Estonian airports reached an all-time high,” said Riivo Tuvike, Chairman of the Management Board of AS Tallinn Airport.

During the year, passengers could fly from Tallinn to 51 destinations with regular direct flights, complemented by scheduled charter services. The most popular direct destinations were Stockholm, Riga, Helsinki and Frankfurt. The largest share of passengers was carried by airBaltic (30%) and Ryanair (13%). A total of 16 airlines operated regular services.

In 2025, airBaltic opened three new seasonal routes from Tallinn to Tirana, Reykjavik and Funchal. At the end of the year, Wizz Air added four new destinations: Krakow, Venice, Budapest and Vilnius. Jet2.com launched Christmas-season flights to Edinburgh, Manchester and Birmingham.

“The addition of such a large number of new routes is exceptional. This has been driven by changes in airline strategies, improved aircraft availability, and the consistent work of our route development team in attracting new carriers and destinations. In addition to passenger growth, a nearly 24% increase in air cargo volumes is another positive development, and there is further growth potential in this area,” Tuvike added.

A strong economic year for AS Tallinn Airport is also reflected in the numerous recognitions received, including awards for being an attractive employer, one of the most reputable companies, the Responsible Business Gold Label, and the achievement of carbon neutrality.

Tallinn Airport will publish a voluntary sustainability report for 2025. A more detailed overview of the year’s activities and results will be presented in the Annual Report to be published in April.

“The year clearly demonstrated that strategic consistency, responsible management and long-term investments create a strong foundation for both sustainable development and economic success. Achieving carbon neutrality and the completion of two logistics centres, a new fuel terminal and three new aircraft maintenance hangars were key milestones of the year. The positive year-end result confirms that we are moving in the right direction,” said Riivo Tuvike, adding that the coming years will be busy and will bring changes for both passengers and the airport community.

“The direct route network from Tallinn Airport will expand significantly in 2026 – 10 new routes. Wizz Air will open direct flights to Gdansk, Warsaw, Tirana and Rome. airBaltic will add new summer routes to Athens, Hamburg and Vienna. Eurowings will launch flights to Düsseldorf, and Jet2.com will add winter-season flights from Leeds and London Gatwick. Between 2026 and 2030, construction works for the passenger terminal expansion project will take place. Our biggest challenge will be to rebuild the terminal without compromising service quality. We are working to ensure smooth passenger service and clear communication about changes. We also ask for passengers’ understanding so that by 2030 we can all enjoy a significantly more comfortable and modern airport.”

Regional airports

A total of 93,516 passengers travelled through regional airports, which is 6% more than last year. “Growth in passenger numbers at regional airports was clearly driven by Tartu Airport, which achieved its best result ever,” said Riivo Tuvike. “While passenger numbers at other regional airports remained below last year’s level, new developments are also ahead for them. Saaremaa will gain a summer air connection with Finland when Finnair opens a seasonal route between Kuressaare and Helsinki.”

Passenger numbers at regional airports:

  • Tartu 44,489 (2024: 27,270)
  • Kuressaare 34,776 (2024: 42,490)
  • Kärdla 11,909 (2024: 15,307)
  • Ruhnu 1,410 (2024: 1,472)
  • Pärnu 932 (2024: 1,097)
