RAA Applauds Secretary Duffy’s ATC Modernization Plan: A Blueprint for Safer Skies

 

The Regional Airline Association (RAA) applauds the Air Traffic Control (ATC) Modernization Plan unveiled by U.S. Department of Transportation Secretary Duffy. The plan proposes a series of bold and transformative investments in the ATC system, addressing critical safety shortfalls and laying the groundwork for a long-term, safer and more efficient national air transportation system.

RAA President and CEO Faye Malarkey Black joined Secretary Duffy at a press conference with powerful remarks on the urgency of modernizing ATC infrastructure, particularly for smaller and underserved airports that rely heavily on regional air service.

“Safety should not depend on the size or location of the airport,” said Malarkey Black. “We need an airspace system that is modern, comprehensive, and prepared for today’s and tomorrow’s demands. Secretary Duffy has prioritized our nation’s air traffic control system with a proposal that will materially improve the safety and reliability of our nation’s airspace and bring strong benefits to every American.”

Regional airlines operate in 94 percent of our nation’s airports – more than any other segment of the airline industry and provide the only source of commercial air service for two-thirds of the nation’s airports. ATC failings have forced the FAA to reduce capacity at large airports to keep our skies safe. This drawdown of air service has disproportionately harmed regional air service and smaller airports, resulting in less service to rural communities, where that air service provides not only a connection, but also presents an economic lifeline.

Secretary Duffy’s plan aims to reverse these impacts through a nationwide upgrade in ATC capabilities, ensuring safer, more uniform technology across the aviation system.

“This is more than a plan—it’s a promise to every passenger, pilot, and community that our skies will be safer and our aviation system stronger. We must seize this moment to build a modern ATC system that serves our entire country, not just its largest airports. We strongly support this plan and look forward to working together with you, Mr. Secretary, and the White House and Congress to put it in place,” added Malarkey Black.

RAA stands ready to support the plan’s implementation and ensure that the voices of regional carriers—and the communities they serve—remain prominent.
