Aviation in Latin America and the Caribbean climbs to higher altitudes towards the productions and use of sustainable fuels

 

The Latin American & Caribbean Air Transport Association (ALTA) greets the resolution approved during the 24th General Assembly of the Latin-American Civil Aviation Commission (LACAC), which calls its 22 States members to consider the creation of regional policies that promote programs for the development of the production and the use of Sustainable Aviation Fuels (SAF).

The resolution includes a proposal of measures to achieve it: promote programs of SAF production (for example assurances of loans or subventions of capital), support the research and development of the supply chain in the production of SAF to reduce the costs and create an adequate regulatory framework to accelerate investments.

“With enthusiasm we celebrate the resolution approved by LACAC States member, as it represents an important step towards achieving the availability of sustainable aviation fuels on a larger scale, which can reduce costs and accelerate its implementation to meet environmental goals. The joint work between governments and industry is critical to implement efficient policies, promote legal certainty for investments, and develop infrastructure to generate competitiveness. From ALTA we reaffirm our support to governments from the region in their implementation of this resolution and create bridges for collaborative work with the private sector”, remarked José Ricardo Botelho, ALTA’s Executive Director & CEO.

In this line, last October 24th, 2021 during the 41st ALTA’s Annual General Assembly, that took place in Bogota, Colombia, ALTA’s member airlines unanimously approved the resolution to jointly work to achieve net zero emission by 2050; highlighting the need of efficient and effective policies for development and production of SAF at a large-scale and competitive costs. ALTA has doubled its efforts to support its members to achieve this ambitious, but clear objective.

During the encounter of civil aviation authorities in Montevideo, that had the participation of the maximum authorities from the International Civil Aviation Organization (ICAO), Ministry of Defense from Uruguay, Ministry of Tourism from Ecuador, Subsecretary of Tourism from Uruguay, representatives from the civil aviation organizations of Africa, Arab countries, Asia, United States and Europe, among others distinguished attendees, ALTA’s Legal Director, Gonzalo Yelpo, presented the details for the implementation of the system “book and claim” that represents a mechanism for the implementation of a more efficient transparent SAF market that avoids carbon emissions derived from the transport of SAF.

Among the advantages presented by Yelpo, there are: facilitate the production of SAF in regions with reduced production costs, minimize the carbon emissions related with SAF transport or raw materials and minimize the SAF volume restrictions to buyers due to logistics local production restrictions, at the time it creates new jobs and opportunities.

“This system has the potential to speed up the development of a SAF production and distribution industry in the region. It is important to consider that harmonization is again the key, as the diversity of regulations will create a higher administrative cost to the industry and will increase the uncertainty of the market”, stated Gonzalo Yelpo, ALTA’s Legal Director.

ALTA has a Fuel Committee that is working in the implementation of different initiatives to speed up and scale up the availability of SAF in the region. ALTA’s executive team has a high commitment to support all its members in the implementation of coherent and efficient strategies to protect the environment in the long-term, while it doesn’t represent extra costs neither for the industry, neither for the users. The next in-person committee meeting will take place September 14-16 of 2022 in Rio de Janeiro, Brazil.
