To clarify, this Proclamation does not introduce a new investigation. It is simply an amendment of the existing Special Investigative Unit (SIU) investigation initiated in 2020.
The amendment now formally includes South African Airways Technical SOC Limited (SAAT) which was not explicitly covered under the original proclamation.This amendment enables the SIU to continue outstanding investigative and civil litigation work relating to South African Airways Technical (SAAT) under the existing mandate, without restarting work already completed. This is after a review of the original proclamation and engagements with the SIU, when it became apparent that certain SAAT-related matters fell outside the original scope.
As amended, the Proclamation extends the scope of the existing investigation to include both South African Airways SOC Limited and South African Airways Technical SOC Limited and provides for the examination of selected procurement, operational and governance matters within the SAA Group. This includes the authority to investigate any irregular, improper or unlawful conduct, as well as any undisclosed or unauthorised interests involving SAA or SAAT personnel or third parties, within the period covered by the investigation, which has been extended to 19 December 2025.
The scope further includes any irregular, improper or unlawful conduct by SAA or SAAT personnel or by third parties in relation to selected procurement, operational, and governance matters, with the period under review extended to the date of publication of the amended Proclamation on 19 December 2025.
SAA supports the amendment to ensure that all relevant matters across the SAA Group are addressed in a consistent and legally sound manner.
SAA remains committed to full cooperation with the SIU and all relevant authorities.
