ACI secures global policy wins at ICAO 42nd Assembly to support airport growth

The Assembly, held in Montréal, served as a pivotal moment for shaping the global aviation agenda. ACI successfully advocated for the formal recognition of airports’ contributions to decarbonization, improved risk-based aviation security standards, and support for seamless travel and digital transformation

Key outcomes for airports from the ICAO Assembly

1. Coordinated, risk-based security approach
ACI achieved strong backing for revisions to the ICAO Security Resolution, calling for more efficient and harmonized security measures. These changes aim to accelerate the deployment of new screening technologies while enhancing passenger experience and operational efficiency. States supported a more unified certification process to help scale up innovation in airport security systems.

2. Recognition of airports in climate policy
For the first time, airports were formally recognized in ICAO’s climate change resolution as critical players in the decarbonization of aviation. ACI emphasized the need for national frameworks to support renewable energy, energy storage, and other low-emission airport infrastructure projects. This shift marks a significant development in aligning airport operations with global sustainability goals.

3. Push for fair and modern slot allocation
ACI’s advocacy for updated airport slot policies received support across regions. The Assembly acknowledged the need for more equitable, locally responsive slot systems that better reflect airport infrastructure and public interest. This move aims to promote fairer access and improved connectivity in increasingly congested airspace.

4. Economic recognition of airports as businesses
ACI reiterated the need to treat airports as commercial entities rather than public utilities. The Assembly responded by recognizing the importance of addressing policy and fiscal barriers such as double taxation, restrictions on non-aeronautical revenues, and uneven consumer protection frameworks. ACI also emphasized the need for progress in liberalizing air services to foster greater connectivity and economic development.

5. Acceleration of seamless, digital travel
With global passenger numbers projected to nearly triple by 2047, ACI called for urgent action on digital identity and inter-agency coordination. The Assembly supported efforts to streamline border management through biometric and digital credentials, which are expected to reduce bottlenecks and enable seamless passenger journeys.

6. Support for global aerodrome certification
ACI drew attention to challenges in aerodrome certification, particularly in emerging markets. Backed by multiple ICAO regions, the Assembly agreed on the need for enhanced government support and capacity-building initiatives to improve safety standards and increase certification rates worldwide

Conclusion

ACI’s engagement at the 42nd ICAO Assembly marks a significant advancement in aligning global airport policies with long-term growth and sustainability objectives. The outcomes lay the groundwork for airports to expand capacity, improve resilience, and meet rising traveller expectations while contributing to the broader goals of decarbonization and global mobility.
