It comes after Mexico’s Congress voted to impo
se a $42 ‘Non-Resident’ immigration levy applicable for all cruise guests docking at Mexican ports.It is expected to be debated by the Senate on December 2, and would take effect from 2026 if it is passed.
It would apply to all cruise passengers.
It has raised concern across the industry.
The Florida Caribbean Cruise Association (FCCA), which represents dozens of cruise lines, wants the Mexico government to reconsider.
“Cruise lines are actively considering significantly altering itineraries, which would reduce the more than 10 million passengers and 3,300 cruise ship arrivals expected to visit Mexico in 2025,” the FCCA said.
The FCC also warned ongoing cruise developments could also halted or scaled back.
These could include Royal Caribbean’s Perfect Day Mexico private destination at Costa Maya and other cruise port investments.
The FCCA says it could ‘jeopardize billions in planned developments and other projects.’
The Mexican Association of Shipping Agents also voiced its opposition.
“If this measure is implemented, it would make Mexican ports among the most expensive in the world, severely affecting their competitiveness in the Caribbean.”
From next year, Cozumel and Costa Maya port calls are subject to a separate $5 per person Quintana Roo state tax which has been approved and comes in to force in 2025.
