Family ties-based immigration has been the primary route for more than half-a –century. Though both routes are applicable but it was tougher for English-proficient elite as they had to go through the H1-B guest workers route being more complicated than the ones who apply through family ties.
There is seven percent quota for Indians implying that Nepalese or Pakistanis have more chances of getting US residency than Indians.
The new legislation proposed by two Republic Senators and supported by president Trump will provide the educated Indians a first chance on permanent residency or the Green Cards.
The English-speaking immigrant under the proposals contained in the Reforming American Immigration for a Strong Economy ( RAISE) Act will have to undergo point based similar to that in Canada and Australia.
US high school diploma or the foreign equivalent gets one point, a foreign bachelor’s degree earns six points, a foreign master’s degree in STEM fields earns seven points and a US master’s earns seven points. A foreign professional degree or doctorate gets 10 points and a US equivalent will get 13.
It is observed that America’s aged gets priority; points are also allotted for English proficiency.
Five points will be awarded to applicants whose job will pay at least 150% of median household income in the state where he or she will be employed. A person will earn 200% of median income and 13 points if it is 300% of the median.
If the legislation is passed a young Indian aged between 26-30, who had a Ph.D in the US, proficient in English having an annual income of $ 160,000 per year or more will have more chances for 140,000 employment-based Green cards the US issues annually.
The new system will prioritize highly skilled immigrants, the white House paper notes that on average, 1 million immigrants are accepted into the United States for legal permanent residency where most of them are unskilled workers.
