Europe’s hotel pipeline reaches record highs in early planning and luxury segments

 

PORTSMOUTH, NH – Europe’s hotel development pipeline reached record levels by the end of the fourth quarter of 2025, according to the latest Europe Hotel Construction Pipeline Trend Report from Lodging Econometrics.

At the close of Q4 2025, the region’s total pipeline stood at 1,717 projects representing 252,600 rooms. Of these, 754 projects with 115,289 rooms were under construction, while 375 projects comprising 54,097 rooms were scheduled to start construction within the next 12 months. A further 588 projects with 83,214 rooms were in the early planning stage.

Projects in early planning reached record-high levels, increasing by 15% in project count and 16% in room count year-on-year. This growth highlights strong longer-term development momentum across the European hotel sector.

Combined hotel renovations and brand conversions across Europe totalled 700 projects with 90,066 rooms at the end of Q4 2025. Upscale and upper midscale segments continued to dominate the pipeline, with upscale leading at 367 projects and 57,028 rooms, followed by upper midscale with 312 projects and 44,224 rooms.

Upper upscale development reached record-high project and room counts, totalling 307 projects and 48,969 rooms. Luxury hotel development also achieved a record-high project count, with 174 projects accounting for 21,249 rooms.

By country, the United Kingdom led Europe with 274 projects and 39,515 rooms. Germany followed with 147 projects and 25,616 rooms, while Turkey recorded its highest-ever figures with 146 projects and 20,499 rooms. France and Portugal completed the top five markets, with France reporting 126 projects and 12,908 rooms, and Portugal 111 projects and 13,820 rooms.

Together, these five countries accounted for 47% of all hotel projects and 44% of total rooms in Europe’s development pipeline.

At city level, London recorded the largest pipeline with 76 projects and 13,657 rooms. Istanbul followed with 48 projects and 7,364 rooms. Lisbon reached record-high levels with 39 projects and 4,444 rooms, while Tashkent reported 32 projects and 5,035 rooms, and Dublin 25 projects and 4,648 rooms.

During 2025, a total of 255 new hotels with 30,603 rooms opened across Europe. Lodging Econometrics forecasts continued growth in new hotel openings, with 315 hotels and 44,666 rooms expected to open in 2026, followed by 320 hotels and 44,625 rooms projected for 2027.
