Latin America strengthens alignment with ICAO on safe, sustainable and inclusive air transport

 

Latin American aviation leaders have reaffirmed their commitment to ICAO’s strategic vision for safe, sustainable, and inclusive air transport, following a series of decisions adopted during the XXVI Ordinary Assembly of the Latin American Civil Aviation Commission (LACAC). The meeting underscored a strong regional alignment with the priorities championed by ICAO Secretary General Juan Carlos Salazar, supporting long-term aviation development across Latin America and the Caribbean.

One of the key outcomes of the Assembly was the signing of a Memorandum of Understanding among Member States to extend sixth freedom passenger rights. This step reflects growing regional momentum toward air transport liberalization and directly supports Salazar’s call for deeper integration. “We must continue working together to build a more sustainable, safe, secure, and inclusive aviation system that connects people, economies, and opportunities throughout the region and beyond,” Salazar emphasized.

Delegates also advanced initiatives promoting gender equality, elevating it to a “macro” priority within LACAC’s Strategic Plan. The Assembly celebrated the region’s inaugural Women in Aviation conference, reflecting efforts to broaden participation and cultivate the next generation of aviation professionals – a core ICAO focus in recent years.

Safety, security, and facilitation remained prominent themes. Member States reported progress achieved through the regional group dedicated to aviation security and facilitation, demonstrating how harmonized ICAO standards and coordinated capacity-building remain shared priorities for the region.

In a moment that highlighted international cooperation and continuity in leadership, LACAC honoured Salvatore Sciacchitano, President of the ICAO Council, as he prepares to conclude his tenure later this year. Delegates recognized his two terms of dedicated service and his contribution to global aviation governance.

The outcomes of the Assembly not only strengthen Latin America’s aviation ecosystem but also reinforce its alignment with ICAO’s global ambitions. With continued focus on market liberalization, inclusion, safety, and long-term sustainability, LACAC and ICAO are jointly advancing a future in which air transport is accessible to all, maintains zero fatalities, and achieves net-zero emissions by 2050.
