EASA and EUROCONTROL reinforce partnership on sustainability and civil-military cooperation

 EUROCONTROL Director General Raúl Medina and European Union Aviation Safety Agency (EASA) Executive Director Florian Guillermet have signed updated amendments to our Memorandum of Cooperation (MoC) - further reinforcing the Agency’s partnership with EASA on sustainability and civil-military cooperation.

The Agency’s longstanding and strong cooperation with EASA covers key areas of mutual interest - ranging from safety and innovation to efficiency and sustainability - all aimed at ensuring the optimal functioning of the European aviation safety system. 

Since its original signing in 2021, the MoC has evolved significantly. The EASA-EUROCONTROL Joint Work Programme and the Technical Cooperation Office (TeCO) have become key drivers in advancing shared goals in sustainable aviation and air traffic management (ATM), and this partnership has strengthened synergies between both organisations’ technical and scientific teams through regular exchanges of information, knowledge and data.

In April 2024, the MoC was expanded to include new domains: training, cybersecurity, research & innovation and CNS. 

These latest amendments build on that progress and focus on:

Aviation Sustainability

  • Driving the implementation of sustainability-related activities in the Joint Work Programme
  • Supporting environmental policy and climate resilience, incorporating the development of Environmental Impact Assessment and modelling tools
  • Facilitating the integration of new aviation entrants into the European network
  • Hosting joint workshops and stakeholder events 


Civil-Military Cooperation

  • Enhancing collaboration on airspace design and Civil-Military Air Traffic Management (ATM) performance
  • Advancing SESAR developments and supporting the integration of Remotely Piloted Aircraft Systems (RPAS) and High Airspace Operations (HAO)
  • Strengthening ATM security, crisis coordination, and infrastructure resilience through civil-military consultation, cooperation platforms and more
  • Supporting compliance with EU-wide performance and environmental targets without compromising national defense priorities
