ETOA protests on Rome coach access cost increase

 

European Tourism Association (ETOA) expresses its opposition to coach access cost increase in Rome.

“Our current understanding based on the official notification provided so far is that: 

For access and circulation in the ZTL Bus B (covering central areas of Rome): tourist bus permits will increase from 24 December 2024 to 6 January 2026 by approximately 200% – an average of 200 Euros to 600 Euros for a daily permit

There will be an approximate 27% reduction to the cost of permits to reach the parking areas in the ZTL Bus A (covering more peripheral areas)

A new ticket will be introduced for those who use the transport services from peripheral parking areas. The ticket will have a reduced cost of 1 euro, instead of the ordinary rate of 8 euros”.

The Commissioner’s Ordinance has been published which modifies the tariff system for permits to be issued to tourist buses for circulation in the territory of Rome Capital, on the occasion of the Jubilee 2025.

The Ordinance determines a temporary remodulation of the tariff system for tourist bus permits for circulation in the territory of Rome Capital for the year 2025, in order to rationalize the flows of movement in the territory on the occasion of the Jubilee, with the adoption of essential measures for the purpose of reducing the use of central areas (ZTL B) in place of those located in peripheral areas (ZTL A), with a modal shift and reaching the central areas through TPL services, which will be characterized by a more than significant tourist presence.

As the Campidoglio explains in a note, “The Ordinance determines a remodulation of the unit cost of daily and carnet permits for Tourist Buses from 24 December 2024 to 6 January 2026, with a reduction in the cost of permits to reach the parking areas in the ZTL Bus A equal to 27% and an increase of approximately 200% in the amounts of permits for access and circulation in the ZTL Bus B, both for daily and carnet permits.

“At the same time, in order to further promote the intermodality system with TPL services to reach the central areas of the territory, a specific BIRG – TPL ticket is introduced, issued in favor of those who will use the transport services by Tourist Buses that use the peripheral parking areas, at the reduced cost of 1 euro, instead of the ordinary rate of 8 euros”.

“Also in view of the Jubilee – declared Mayor Roberto Gualtieri – it is it is necessary to adopt initiatives to mitigate the impact of tourist buses on city traffic, to make the travel of pilgrims, tourists and Roman citizens more sustainable. The content of the ordinance moves precisely along these two lines: that of sustainable mobility, economically promoting the exchange of private vehicles with public ones and that of traffic decongestion in the city center”.

“The Ordinance – commented the Councilor for Mobility Eugenio Patanè – responds to the need to decongest the historic center and ensure that more and more people arrive in the center with sustainable means or with local public transport. The increase in fares to get to the center is aimed at discouraging the use of heavy vehicles and is only one of a series of measures aimed at achieving the same objective”.

ETOA and partners have protested the unacceptable short notice of this change and will continue to make representations to the authorities.
